Integrated Disability

A substantial effort is being made to integrate non-occupational disability and worker's compensation. It is taking place currently with larger employers and their insurance carriers for the most part. There are internal and external barriers to this effort.

Generally, when an employer has a Human Resources Department as well as a Personnel Department, the turf battle is in place. It is not uncommon for one carrier to provide coverage and services for worker's compensation and another the life and health including disability.

While the worker's compensation system deals with disability and the effort to return an employee back to health and thus to work, on the non-occupational disability side, there has not been an effort to return a disabled employee not only back to health but back to work. And, at the earliest time consistent with good medical practice. Thus the issue is framed. How best to integrate all employer-paid disability with the goal of early return to work.

There are other issues lurking such as ADA, FMLA and other regulations peculiar to a particular state.The goal therefore is to manage employee absence from work, paid and unpaid.

Total Disability Management Corporation (TDMC) has recently begun developing a program that interacts with the employer and TDMC. Founded by Alvin J Sims and utilizing the latest in technology, TDMC will enable an employer to input claims data at their desktop that will be transferred to the TDMC server operation. If necessary, it will permit separate data entry by HR and personnel departments for non-occupational and worker's compensation. TDMC will electronically transfer initial claims reports to claims administrators, PBMs, involved insurance carriers and, in the case of worker's compensation, to regulatory authorities.
